The DCAPS Team provides world class professional support services for all NAVSEA Program Executive Offices, Directorates, Warfare Centers and Field Activities utilizing the NAVSEA SeaPort Enhanced (SeaPort-e) Contract.
Additionally, the DCAPS Team may provide limited support under this contract to other DoD, non-DoD or Joint Agencies for work that is integrally related to the product areas and missions of the Warfare Centers. The scope of the DCAPS Team SeaPort-e contract spans all 12 Product Area Directorates (PADs).

DCAPS holds a prime contract with the Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center (NSWC), Dahlgren Division, under the SeaPort Enhanced (SeaPort-e) acquisition program. This indefinite-delivery/indefinite-quantity multiple award contract has a one-year base period of performance with one five-year award term and one additional four-year award term. The Navy estimates that $5.3 Billion in services will be procured each year via the SeaPort-e program.

All task orders are competitively solicited, awarded and managed using the SeaPort-e platform. Since nearly 85% of its contract–holders are small businesses, the SeaPort-e approach to acquiring services provides opportunity that fuels the nation’s engine of job growth.

The SeaPort-e program has been established as a broad and flexible means to meet multiple, changing requirements within the Navy for support services. DCAPS and its team members will provide a comprehensive range of specific services across twenty-two functional areas and seven regional geographic zones to support Navy challenges worldwide. The SeaPort-e contract vehicle is available to all Navy commands, the Defense Threat Reduction Agency, and the Marine Corps.

  • Local Access – The SeaPort office is a part of NAVSEA, no need to MIPR funds or coordinate with outside Commands or agencies, such as GSA.

  • Issue Resolution – An Issue Resolution Desk has been developed to facilitate resolution of problems relating to performance, delivery of services, and other contractual issues.
